Two-Storey Modular Building for Balfour Beatty at Net Zero Teeside

Two-Storey Modular Building

Project Details

Location: Teesside, UK
Project: Net Zero Teesside (NZT) – Onshore Power, Capture and Compression
Scope: Design, manufacture, and installation of a two-storey modular building
Sector: Energy & Infrastructure

Project Overview

Phoenix Building Systems was appointed to deliver a two-storey modular building for Balfour Beatty as part of the groundbreaking Net Zero Teesside (NZT) project — the world’s first gas-fired power station with integrated carbon capture, usage, and storage (CCUS).

This highly ambitious development aims to significantly reduce carbon emissions and represents a key milestone in the UK’s journey toward net zero. Working alongside major stakeholders including Technip Energies and BP, the project demanded the highest levels of safety, quality, and professionalism.

Our Solution

Phoenix Building Systems supplied and manufactured a bespoke modular solution designed to meet the complex needs of a live, high-risk energy site. Delivered in two storeys, the building was tailored for ease of on-site connection and future adaptability, while also meeting strict environmental and compliance standards.

From initial consultation through to delivery and installation, Phoenix managed every stage of the modular build — coordinating closely with the client and their supply chain to maintain safe and efficient working practices in a highly regulated environment.

Challenges

Operating on the NZT site brought unique challenges:

Stringent Health & Safety Requirements: The site demanded exceptional adherence to health and safety protocols due to the high-risk nature of the project and the multiple tiers of stakeholders involved.

Strict Working Methods: Precision planning and a methodical approach were essential to meet client expectations without disruption to the wider NZT programme.

Client Feedback

Following a site visit involving representatives from Balfour Beatty, Technip Energies, and BP, Phoenix received exceptional feedback:

“Not only were they impressed with what they saw, but they also conducted a presentation to our supervisor (William) and your team, thanking them for their professionalism, attention to detail and attitude towards safety.

This wasn’t just based on what they saw on the day, but based on lots of feedback they’d received from people who had visited/interacted with/observed the installation from the very first day on site.”

The client also praised Phoenix’s installation team and supply chain for being “great ambassadors” for the Balfour Beatty modular team, reinforcing the strength of our working relationship and our commitment to representing client values on site.

Outcome

The two-storey modular building was successfully delivered and integrated into the NZT site, on time and to specification. The professionalism and collaborative approach of the Phoenix team not only ensured technical excellence but also built trust across multiple project partners.

This project showcases Phoenix’s capability to deliver high-quality modular solutions in some of the UK’s most complex and high-profile environments.
